2nd Voices of Users Conference 2026

The second practitioner exchange for Article 86 organizations and for Trusted Flaggers under the Digital Services Act.

Why continue the exchange?

The first Voices of Users Conference showed that organizations working under Article 86 and Trusted Flaggers often face similar practical challenges, including reporting workflows, platform responses, limited capacity, cross-border questions, and the need to identify effective approaches.

This second meeting will provide space to follow up on these questions, hear what has changed since the first exchange, identify new challenges, and discuss how organizations can support and cooperate with one another.

Initiated by

The conference is initiated by the German NGO LegalAid as part of its effort to support practical exchange among organizations working on user-rights enforcement and platform accountability.

The second conference builds on the first Voices of Users meeting and is intended to develop the exchange further: by deepening the discussion, identifying new needs, and connecting more Article 86 organizations and Trusted Flaggers across Europe.

Who should attend

 

This event is for organizations active under Article 86 of the Digital Services Act and Trusted Flaggers, working on platform accountability, user rights and related enforcement questions.

Is this a one-off conference or the start of something bigger?

No. This is a follow-up to the first Voices of Users Conference held in June 2026. The meeting will help us continue the exchange, explore new questions, and assess how the network and future meetings can develop.

What will be discussed?

The discussion will build on the first conference and focus on practical experiences, new challenges, reporting and escalation workflows, platform responses, cross-border questions, cooperation, and possible ways to strengthen the practitioner network.

Do I need to have attended the first conference?

No. Participants from the first meeting are warmly invited to return, but new organizations and Trusted Flaggers are also welcome.
